I downloaded this app and it Dont work

Note that this app does NOT send MMS messages to other phones. It acts similar to Flutter and sends a text message with a link requiring the user to have internet access on their phone to be able to see the picture.
The app description notes this by saying: "BETTER THAN MMS: Your friends won't pay high MMS prices to receive Quips. They only need text messaging and a browser".
I am surprised that nobody has done an actual MMS app yet though.
